Public dialogue with structure

Community Guidelines

Public Comment is built for structured civic dialogue. These guidelines explain the conduct expected when participating and how reporting and moderation work.

Last updated: September 16, 2026

Core principle

Disagree with ideas without abusing people or the process.

Public Comment is intended to make disagreement easier to understand. Strong criticism of public figures, institutions, policies, candidates, and viewpoints is part of civic discussion. Harassment, threats, manipulation, impersonation, and other abusive conduct are not.

Participation

Participate authentically.

Do not manipulate civic activity

Do not create fake accounts, coordinate inauthentic activity, submit fraudulent responses, manipulate rankings or endorsements, evade participation limits, interfere with poll integrity, or misrepresent public support.

Do not impersonate people or organizations

Do not impersonate another person, public official, candidate, organization, administrator, moderator, or representative, or falsely claim authority to act for someone else.

Use authoring features for genuine contributions

Arguments, write-ins, polls, and other authored material should be relevant to the civic question or discussion. Do not use these features for spam, repetitive promotion, or unrelated solicitation.

Respect participation safeguards

Do not evade Merit, account, publication, voting, endorsement, reporting, or other product controls intended to protect the integrity of participation.

Content standards

Do not use Public Comment to harm, exploit, or unlawfully target others.

Harassment, hate, and abuse

Do not harass, threaten, intimidate, dox, exploit, or target others, or submit hateful or abusive material.

Dangerous, sexual, graphic, or illegal content

Do not submit sexual or graphic content, violent or dangerous content, illegal content, or material that violates another person’s rights.

Privacy

Do not expose private or sensitive information about another person in violation of their rights or applicable law.

Spam

Do not flood discussions with duplicative, irrelevant, deceptive, or promotional material that interferes with genuine participation.

Civic integrity

Do not fabricate participation or public support.

Public Comment depends on authentic responses, arguments, endorsements, and identities. Attempts to manufacture activity, coordinate deceptive participation, misrepresent authorization, or falsely present manipulated activity as genuine public support violate these guidelines.

Do not knowingly use materially deceptive information about civic or election participation to manipulate participation, impersonate an authority, or fabricate public support. Political disagreement or a contested viewpoint is not, by itself, a reason to abuse the reporting system. Reports should identify a concrete problem under these guidelines rather than simply a viewpoint the reporter opposes.

Reporting

Report a concrete problem for review.

Public Polls and active public arguments can be reported. The reporting flow accepts these reasons: Spam; Harassment; Hate or abuse; Sexual or graphic content; Violent or dangerous content; Privacy violation; Illegal content; or Other.

Reports include a reason and details describing what should be reviewed. Reports are reviewed against the reported content, its author, and related moderation or engagement activity.

False reports or abuse of the reporting system may result in punitive action, including loss of Merit or account suspension.

Moderation and enforcement

Public Comment may act on content, accounts, roles, and activity.

Depending on the circumstances, Public Comment may review, moderate, remove, limit, label, preserve, restore, rank, de-rank, suspend, restrict, or otherwise act on content, accounts, roles, permissions, or activity to enforce platform rules, comply with law, protect users, prevent abuse, preserve platform integrity, or operate the service.

These Community Guidelines supplement the Terms of Service. If these guidelines and the Terms of Service conflict, the Terms of Service control.
