Supporters say the biggest AI systems can create public-safety, cybersecurity, fraud, or labor-market risks that self-regulation cannot handle alone. Critics say state-by-state AI safety rules may expose proprietary information, slow innovation, or create standards better handled federally. The biggest AI systems are too important for trust-us governance. Illinois should make the largest developers show how they are managing risk without pretending every small tool is the same.
