The process is intended to accelerate facilities and temporary infrastructure needed on a fixed international deadline. The ordinance distinguishes temporary and permanent projects and includes eligibility and public-record requirements, but it deliberately removes some ordinary planning constraints. The public tradeoff is between timely delivery of the Games and preserving the zoning, neighborhood-review and legacy safeguards normally applied to city projects. The Olympics have a deadline that cannot move. That justifies faster decisions, but permanent projects should face a higher bar than temporary structures that disappear afterward.
