Massachusetts Question 8 on the November 3 ballot is titled “Prohibit Retail Sale of Adult Recreational Use Marijuana.” Massachusetts currently has a regulated adult-use marijuana system under Chapter 94G; current law permits adults 21 and older to possess limited quantities and cultivate limited plants at home, while a separate statutory framework governs medical marijuana. The ballot question therefore reopens a choice voters made when Massachusetts created a legal recreational market: whether adult possession should continue to be supported by a licensed retail supply system or whether commercial recreational sales should be prohibited. Legal possession without a legal retail market creates its own contradictions, but commercialization also normalizes a product with real public-health and safety concerns. The policy should be judged on whether regulated sales outperform prohibition in practice.
