Modern farm equipment often depends on software, diagnostic tools, emissions controls, and manufacturer-controlled parts. EPA issued 2026 guidance saying the Clean Air Act supports lawful repair of farm and other nonroad diesel equipment and that manufacturers cannot use that law to justify blocking access to repair tools or software. The policy dispute is how far right-to-repair rules should go without weakening safety, emissions controls, cybersecurity, or warranty protections. A tractor breaking during planting is not like a phone screen cracking. Timing matters. Farmers need real repair access, but I also do not want a loophole that lets people disable emissions systems and call it repair.
