Huron County voters renewed several county millages in August, including funding for emergency operations. Renewal preserves an existing local revenue source rather than establishing an entirely new service. Emergency-management spending can cover systems that residents rarely see until a crisis occurs: warning and communications infrastructure, backup facilities and power, training and planning, equipment, and coordination among local governments and first responders. The policy question is which vulnerabilities deserve the greatest share of the renewed capacity during the next millage period. Emergency systems are easiest to ignore when they work. The renewed money should go first to whatever would be hardest to replace in the middle of a real disaster.
