Macomb County officials have been developing a November 3 public-transportation millage renewal involving SMART fixed-route and paratransit service as well as local community transportation. A notable feature under discussion would return 12.5% of millage revenue to communities for locally tailored transit needs. That creates a real design choice before the election: maintain a strongly regional system, shift more resources toward municipal control, or use a hybrid in which regional trunk service and local last-mile programs are explicitly funded together. Regional buses and local senior or disability transportation solve different problems. A renewal should make clear which level is responsible for each trip.
